DNA FINGERPRINT PROJECT OBJECTIVE: To enact in all states a law requiring any person arrested for a crime to be DNA fingerprinted and that DNA fingerprint to be expeditiously entered into the National CODIS databank.

DNA fingerprinting is the common term used for recovery of DNA samples from crime scenes and from certain criminals and is not a fingerprint but rather a limited number of datapoints, or loci, that are unique to each individual.

Actual fingerprinting, which started in the 1930’s is normally done upon arrest in all cases. In the case of most premeditated crime, the criminal simply wears gloves to prevent fingerprints from being deposited. In most violent crime, it is very difficult to not leave behind traces of DNA.

DNA fingerprinting offers a 21st century approach to crime solving and prevention and promises to both convict the guilty, exonerate the innocent, reduce crime rates, increase crime solution rates, and reduce costs of crime processing.

Most important, it will reduce human suffering and loss, the benefit of which is immeasurable.
